You will not be paying overlapping dues. The proposal states that the transition agency will be funded equally by each of the merging bodies. You will continue to belong and pay fees to only your current Association until such time as the legislation is passed that allows the formal unification to take place. Then the two organizations will transfer into one, and you will only pay fees to that organization.
